They gave us a republic...:: Talkin bout my procreation

My reaction is, don't pay much attention to anything 'long term' as it relates to Bob Gates. In the short term, he is the necessary political cover to get us out of Iraq. In the long term, the DoD will have to evolve into a force that can defend US interests AND repair the broken covenant between the military and the civilian leadership. Gates gets to be the guy to walk us back from the Rumsfeld era of crazy shit, which was dressed in the Republican mantra of preemptive war and out-of-control spending on contractors. The reason why Gates is a transitional figure, and not the real future of DoD, is because we need to get some distance from the Rumsfeld era in order to determine what went wrong and where the planning for DoD went seriously off track. First and above all else, we must get out of Iraq. Nothing else happens until we untangle that mess. I would definitely argue against creating a military that focused on counterinsurgency and small wars--that's not their mission. The mission of the Department of Defense is to defend the US and its vital interests. By definition, fighting an insurgency or a small war does not defend broad US interests but gets us involved in a fight we should try to solve with diplomacy or economic incentives, or a small coalition authorized and supported by a treaty force, such as NATO. A temporary mission, not a permanent one. A mission that emphasized stability and handoff, not nation building. Only then would we involve our forces in such a fight. If you build a military that can fight insurgencies, then that's exactly what the policy makers are going to do--they will hand you that mission and expect it to be won. The problem is, even the most proficient insurgency-fighting forces in the world run into combinations of problems that preclude actually being able to "win" or achieve much success. The enemy ALWAYS finds a way to adapt and survive, and all we are seeing from Gates--the transition from Rumsfeld to sanity--is a mindset that focuses on fighting the last war. No, don't plan on fighting any wars, plan on defending the US and its vital interests. If that becomes the focus of procurement, planning, strategy, and promoting personnel, you've successfully designed a military that does what it is supposed to do. America's enemies won't attack us where we are strong--they will always look for some area to exploit. The next war--the war you should ALWAYS plan for, and not the last war--might actually be the war you don't have to fight because you have taken the initiative away from the enemy.
